The CDA Institute is seeking an exceptional Director of Scientific Research and Programmes to lead our research, publications, and program development. This is a unique opportunity for a dynamic, motivated leader with expertise in Canadian defence, security, geopolitics, and foreign policy to shape national conversations and strengthen Canada’s role in global security.

The CDA Institute is a non-partisan, registered charity dedicated to advancing informed debate on national security issues, particularly those pertaining to national defence and the Canadian Armed Forces. We foster evidence-based, constructive dialogue to help policymakers, experts, and the public navigate today’s complex security environment.

Location:  hybrid, mix of remote work and in-office days at our downtown Ottawa office.
Salary: $80,000 – $100,000 (commensurate with experience).

Position Overview

As Director, Scientific Research and Programmes, you will work closely with the Executive Director to provide strategic research leadership, oversee high-quality publications, expand programming, and guide a team of researchers and programme staff. You will play a central role in strengthening the CDA Institute’s thought leadership and impact in Canada and abroad.


Key Responsibilities

Research Leadership

  • In collaboration with the Executive Director, assure the scientific direction of the CDA Institute research and analysis program.
  • Define and execute the CDA Institute’s research and analysis agenda in collaboration with the Executive Director and Programme Committee of the Board of Directors.
  • Oversee the full publication process, ensuring quality, relevance, and timeliness across all outputs (reports, briefs, digital content).
  • Deliver ambitious, impactful, and accessible outputs that engage both targeted expert audiences and the wider public.

Programme Development

  • Lead the Force Development Series, including fundraising, workshops, and publication of reports.
  • Support the Executive Director in the design and organization of cross-sectoral events in partnership with the CDA and other partner organisations across Canada.
  • Build and sustain partnerships with like-minded institutes in Canada and internationally.
  • Develop joint content with CDA member associations to strengthen alignment and reach.

Fundraising & Outreach

  • Secure research funding through grants and partnerships, ensuring timely reporting to funders.
  • Support flagship events, including the Ottawa Conference, Montreal Climate Security Summit, Vimy Gala, and Graduate Student Conference.

Team Leadership

  • Supervise and mentor the research and programme team (including Associate Directors, Programme Directors, Coordinators, and Assistants).
  • Lead weekly coordination meetings to ensure smooth and timely content production.
  • Oversee recruitment, onboarding, and professional development of research staff.

Coordination & Reporting

  • Report regularly on progress and impact to the Executive Director and the Programme Committee.
  • Coordinate meetings of the Programme Committee of the Board of Directors.

Required Qualifications

  • Ph.D. in political science, international relations, defence studies, public policy, or a related field.
  • Minimum 5 years of experience leading research and publications.
  • Proven expertise in Canadian defence, security, and foreign policy.
  • Demonstrated success in managing teams, programmes, and fundraising/grant applications.
  • Strong writing and editing skills in both English and French, with the ability to deliver clear, professional content under tight deadlines.
  • Excellent organizational, interpersonal, and leadership skills in a fast-paced environment.
  • Bilingualism (French/English) is required.
