Is a Defence Procurement Agency Really the Answer?

Troy Crosby, Charles Davies, & Philippe Lagassé

On this week’s edition of the Expert Series, Troy Crosby, Charles Davies, and Philippe Lagassé discussed whether the creation of a defence procurement agency will meaningfully improve the efficiency of Canada’s procurement system or repackage existing problems under a new structure.

The panel discussed the potential for such an agency to streamline decision-making and enhance oversight, the size of the mandate and whether the agency could manage capabilities across their full lifecycle, how military requirements might be more effectively integrated with industrial strategy, working with the Canadian Armed Forces to align military requirements and defence industrial strategy, enhancing oversight and transparency through parliamentary committees, balancing ministerial authority with Treasury Board and cabinet decision-making, the necessity of flexible and agile procurement approaches, and the importance of incremental implementation to manage capacity and avoid disruption in ongoing projects.
