Key Issues for Canada at the 2025 NATO Summit in The Hague

The 76th NATO Summit convenes tomorrow in The Hague at a time when the Alliance is working to manage divergent political dynamics among its members, and with the future of U.S. leadership within NATO as an undercurrent to nearly every discussion.

Former NSIA to the Prime Minister, Vincent Rigby, Former Canadian Ambassador to NATO, Kerry Buck, and Former Assistant Secretary General, Defence Investment, Wendy Gilmour joined the Expert Series to discuss the key issues, challenges, and likely outcomes of this year’s Summit for Canada and the Alliance.

This year’s summit is expected to focus sharply on increasing the defence spending floor to upwards of 3.5%, Alliance readiness, burden sharing and industrial capacity. Canada enters this summit with a newly announced plan to meet the 2% threshold by March 2026, a move that brings it into line with NATO expectations, but also leaves little room for delay or missteps.
