We Don’t Declare Sovereignty, We Build It: Investing in Canada’s Arctic Defence

Vice-Admiral (Ret'd) Robert A. Davidson

In this Expert Series episode, we meet with Vice-Admiral (Ret’d) Robert (Bob) Davidson to discuss the growing importance of defence investments in the Arctic in light of Opposition leader Pierre Poilievre’s recent defence spending announcement. Davidson highlights the need for increased military capabilities, including submarine deployment, enhanced icebreakers with combat capabilities, and expanding the Canadian Rangers for local expertise and surveillance.

Davidson also examines the necessity of bolstering infrastructure to sustain long-term operations, advocating for extended air operations and better communications. He notes the importance of addressing climate change and resource extraction in an environmentally responsible way, while also stressing that Canada’s defence priorities should focus on meeting specific military capabilities rather than just aiming to hit NATO’s 2% spending target. He also addresses the need for greater collaboration with Arctic allies—particularly in response to the growing threats posed by Russia and China—and suggests that the Arctic Council could play a more active role in defence and security matters.
