In this Policy Paper, David Chobotov argues that Foreign Information Manipulation and Interference (FIMI) presents a persistent and growing threat to Canada that demands urgent, coordinated action. Drawing on lessons from allies, he assesses Canada’s current capability gaps, proposes a portfolio of policy solutions spanning social, digital, strategic, and public safety dimensions, and makes the case that building whole-of-society resilience against disinformation should be treated as a core national defence priority.
